Follow-up Comment #29, bug #38928 (project octave):

I can build the current default now with --with-hdf5-includedir and
--with-hdf5-libdir pointing to the serial HDF5 directories on Debian. Without
those options HDF5 is not detected. So this bug does seem to be addressed,
assuming we're ok with all Debian and Ubuntu users needing to add those
options to configure from now on, or at least for a couple of years.
