Details:

After the problem reported in the previous bug, I decided to compile the
newest octave (3.8.2). ./configure works fine, but make halts on a missing
definition of secure_getenv. This was apparently added in glib 2.19, but is
not tested in configure.

I'm no great compile expert, but I believe other projects use getenv if
secure_getenv is not present. Anyway, I suggest this be tested in configure. 

Secure_getenv was added in Feb '13, but octave 3.8.1 didn't need it yet.
