[Octave-bug-tracker] [bug #43377] interp1: implement next and previous neighbor interpolation

Follow-up Comment #2, bug #43377 (project octave):

@Nir: This seems like a good addition.  Could you make a changeset that
applies against the current development version of interp1.m?  I downloaded
the attached interp1.m but it seems to have been created against an older
revision and there were a lot of differences.  Enough differences that I
didn't want to try and wade through and figure out which were your changes to
support "next" and "previous" and which were differences between Octave
revisions.
