Follow-up Comment #1, bug #42869 (project octave):
Have you installed octave using your package manager (apt-get, aptitude,
synaptics)? Try to install libfreetype6 and see if this fixes it. If yes and
you have used your package manager you should file a bug report on the ubuntu
package that libgreetype is a missing dependency.
