Follow-up Comment #7, bug #42444 (project octave):

The config.log says that you do not have the pcre-config program in your PATH
and you do not have pcre.h in your default include path.

This is likely a support issue and not a bug in Octave's configure script,
because we have many users building Octave on many different distributions and
PCRE is always required. It would be preferable if this discussion moved to
the help mailing list so other users can help and benefit from the solution to
your problem.
