Follow-up Comment #8, bug #36954 (project octave):

For my work, we've generally elected to use UTC timestamps on all our data to
avoid issues with DST changes in local time.  I'd find it highly unfortunate
if octave decided to try to enforce local time DST convention on me in such a
case.  Note that while my data timestamps are in UTC, my computer clock is
generally not.
