Follow-up Comment #16, bug #41814 (project octave):

Yes, for me it works. But it may be a timing problem that sometimes leads to
the (necessary) focus change during start up depending on the order of the
dock widget's initializations. That could also be the reason why the behavior
shows up in 3.8.1 although there wasn't a change concerning the cursor.
