Details:

Many C standard library I/O functions are available in the Octave shell, but
ftruncate is not one of them. There is no such Matlab function, but this might
be a nice addition to the I/O builtins.

The ftruncate function is provided by gnulib so implementing this should be an
easy wrapper. Might be a nice project for a beginner?
