Follow-up Comment #1, bug #40606 (project octave): Microsoft's sort.exe isn't documented to accept GNU-style option syntax ("-r"). It seems probable that you might be picking up a different sort.exe, perhaps installed as part of MinGW. Do you have the which utility installed? If so, you might open a cmd window and use 'which sort' to find the executable being run.
