Details:
As documented in http://savannah.gnu.org/bugs/?40381
WHen running octave from the native built mingw source tarball using
run-octave, the gui is never displayed. (in the mxe-octave environment)
Running ./run-octave -cli displays octave in command line.
No error appears to be displayed, and in gdb, the call to octave_exec never
returns.
This is still present as of octave id b602014eeb54
