Follow-up Comment #1, bug #39260 (project octave):

That section refers to the "Installation problems" section G.4. If you read
the manual all ina single HTML page, or if you use the manual pdf, that
section is indeed below. But with one node per HTML page, down is not at the
bottom of the page.

Still, maybe this should be rephrased and use a link for the other section.
