Follow-up Comment #2, bug #40251 (project octave):

For 2-D plots, FLTK pans when a left mouse drag is done. So for FLTK, it does
the same thing with 2-D and 3-D plots.

Gnuplot does nothing by default with a left mouse drag on a 2-D plot.
