Follow-up Comment #1, bug #39764 (project octave):
I believe this is a side-effect of the update to 3.1. llvm-config used to be
(perl?) script, but is not a regular executable. This is an annoyance when
cross-compiling as you can't use llvm-config.exe anymore.
