Follow-up Comment #39, bug #38564 (project octave):
I re-ran ./bootstrap;./configure --enable-jit
and got the same result:

checking llvm/IRBuilder.h presence... no
checking for llvm/IRBuilder.h... no
checking llvm/Support/IRBuilder.h usability... no
checking llvm/Support/IRBuilder.h presence... no
checking for llvm/Support/IRBuilder.h... no
configure: error: IRBuilder.h is required.
