Follow-up Comment #3, bug #39446 (project octave):

I think it's trying to use VS tools to generate the MSVC-compatible import
library file (.lib). And it tries to do it, because it detected that VS was
installed. If you look into CMAKE/GNUtoMS.cmake (inside lapack source tree),
you should see what I mean.
