Details:

On running ./mk-dist, octave fails to detect uic, moc and so will not build
with the GUI enabled.

Looking at the qt install during the make, the tools are built and installed
as 
usr/i686-pc-mingw32/bin/moc and as usr/bin/i686-pc-mingw32-moc.

The configure for octave looks only for moc,moc-qt4,moc-qt5 with a path set to
PATH=$TOPDIR/usr/bin:$PATH.
