Details:

When building octave, it does not detect/use lrelease from the mxe-octave QT
build during the qt detection in configure and disables compiling for the GUI
if it is not present on the native system.

The tools folder of Qt appears not to get installed, which includes linguist,
assistant, design among others.

Most tools are not required with the exception of lrelease from the linquist
tool.

patch is attached that runs make install in the linguist\release directory of
the qt.mk script.
