Follow-up Comment #1, bug #38927 (project octave):

According to the documentation (also tested in Matlab) this example is not
supposed to work. fill expects at least 3 arguments before the option/value
pairs. The function should thus send an error.

Attached is a patch that fixes the input checking and avoids the endless loop.
