Follow-up Comment #23, bug #37928 (project octave):

Jordi, who was the last comment addressed to?

If it's the Octave GUI, I agree.  I think we should remove the setlocale
(LC_ALL, "en_US.UTF-8") at the start.  It was put in to deal with a radix
issue and that only requires setting LC_NUMERIC.  I think we should avoid
overriding the rest of the locale parameters.
