Details:
The current signbit() return non-zero for true following the
C language convention. This, howver, differs from the other
"logical" functions in Octave which return true or false as logical (1,0).
The value of "non-zero" varies from platforms,
and this can lead to obscure failures if a user mistakenly
thinks that signbit() returns a logical (1,0).
This file was wrongly attached to bug report #38291.
