Follow-up Comment #2, bug #37923 (project octave):

OK, I solved the problem, but I'm not proud!

Here's the solution:

1. Download and extract Octave3.6.2_gcc4.6.2_pkgs_20120613.7z

2. Copy libgslcblas.dll to C:Program FilesOctave-3.6.2bin

3. Rename it as vc100-libgslcblas-0.dll

Basically, the VS2010 builds (both 3.6.1 and 3.6.2, because I tried that one
too) are missing the GSL version of CBLAS.
