Details:

When changing into a directory with local special chars (like German umlauts)
in the console, the directories are not properly shown in the files dock
widget and in the current directory box of the main window. When changing the
directory in one of those widgets, the console shows an error message and does
not change into this directory.

I have created a changeset at
https://bitbucket.org/ttl/octave-ttl/changeset/bdcc199
to fix this bug. Before pushing it to savannah it would be nice if someone
else with directories containing local special characters could test this
patch.
