Follow-up Comment #1, bug #37654 (project octave):
Do you have the command
pkg ("load", "auto");
in your octaverc file?
IIRC the relevant info about packages not being auto-loaded on purpose has
been written somewhere in a README or so for the MSVC binaries.
Find octaverc in
<Octave install dir>\share\octave\3.6.2\m\startup
-or-
<Octave install dir>\share\octave\site\m\startup
