Details:
The inverse of the incomplete Beta function is a useful function that could be
used to simplify the statistical functions nbininv, binoinv, betainv (See bug
#34363).
Matlab provides this function under the name betaincinv
(http://www.mathworks.com/help/techdoc/ref/betaincinv.html).
LGPL versions of the algorithm are available in m-file format at
http://people.sc.fsu.edu/~jburkardt/m_src/asa109/asa109.html. The file in
question is xintba.m
Because the implementation uses while loops, it may be better to eventually
adopt either the Fortran or the C++ version of the algorithm. As a first
step, however, it would be great if someone could modify xintba.m to use
Octave coding standards and add it to the specfun directory under the name
betaincinv.m
