Details:

In bug #33139, Rik wrote:  "Octave used to be compilable as a static binary,
but it is never done this way anymore.  The Makefile contains ancient code for
attempting to build the static version, but another user reported that it
doesn't work either.  No developer I know is working on getting a static build
to work."

I suggest that the configure options --enable-static, --enable-shared, and
possibly --enable-dl should be removed, and the documentation updated
accordingly, so that there are not configure options that do nothing except
break the build.
