Follow-up Comment #2, bug #32374 (project octave):
David, you are correct. The documentation does not clearly indicate this will
work. Although, Matlab 2010b does support this behavior.
The on line documentation indicates ...
LEGEND(...,'Location',LOC)
It is possible that Mathwork's intends that to mean ...
LEGEND('Location',LOC)
... should work?
