Follow-up Comment #6, bug #32250 (project octave):

I have add 
LIBS=-lgfortran -llapack
and configure and make again. Build has been successfully carried out.

Build problem lies on only -lgfortran -llapack option was omitted.

I will remove 
LIBS=-lgfortran -llapack
and configure and make again and will trace what was wrong.
