Follow-up Comment #1, bug #31898 (project octave):
It's not an octave problem. Add this to your .Xresouces:
! see http://statist.wald.intevation.org/utf8.html
!!gnuplot*font:
mbfont:-misc-fixed-medium-r-normal-*-*-*-100-100-*-*-iso10646-*
!!gnuplot*font: mbfont:-*-bitstream vera sans-*-*-*-*-*-*-100-100-*-*-*-*
!! !! => gnuplot*font: mbfont:-*-times new
roman-medium-r-normal-*-*-*-100-100-*-*--*
!!gnuplot*font: bitstreamverasans-12
!!gnuplot*encoding: utf-8
uncomment one of the lines containing mbfont, and the last one; reload the
.Xresources, and voila. Gnuplot with UTF-8 support.
