Follow-up Comment #2, bug #31803 (project octave):

Ugh.  There have been requests for this feature in gnuplot since at least
2006 and yet it is still unimplemented.

It seems that where it is desired, people fake the lines by drawing them in
with an arrow command or an additional splot command.  If we have access to
the xtic and ytic positions it wouldn't be that hard to use the arrow command.
 But if we're using autoscaling, do we let gnuplot decide on the positions? 
If that is the case then we wouldn't know the xtic and ytic positions to put
in the arrows in advance.
