Details:

The configure script currently tests for the needed libraries before building
the native graphic backend based on FLTK.  It would be useful if there was a
way to enable/disable this compilation.  Just because the libraries are
present, does not mean a user necessarily want to build and use the FLTK
backend.  In particular, see bug #31047 where a user can't compile the FLTK
backend and therefore is blocked from continuing to compile Octave.

Suggested feature names:
--disable-native-graphics
--without-native-graphics
--without-fltk
