Follow-up Comment #18, bug #30715 (project octave):

I dropped an email to address@hidden asking whether 1) it is
possible to add "or any later version" to the GPL license and 2) if the
attribution/advertisement clause could be removed from the GPL licensing
option.

That was 17 September, and I still haven't gotten a reply.

Swensen: I'm glad to hear you work on this.  The image I/O routines are in
badly need of love.
