Follow-up Comment #23, bug #30721 (project octave):
Octave doesn't use any header files for BLAS and LAPACK, so you don't need to
change CPPFLAGS for this.
In which directory are the libraries installed?
Try
LDFLAGS=/dir/that/contains/blas/and/lapack ./configure
What happens then?
