What is a .debs and how do I generate it?

Launchpad should have binaries for both amd64 and i686.  On
mentors.debian.net there is only amd64.

The debian files are stored on gitorious, so you should be able to
rebuild the packages by doing:

git clone git://gitorious.org/oath-toolkit/oath-toolkit-dpkg.git
cd oath-toolkit-dpkg
git-buildpackage --git-builder="pdebuild --debbuildopts '-i\.git -I.git' 
--auto-debsign"

This is how I'm building the binary packages that I upload with dput to
mentors.debian.net and launchpad.

Depending on whether you are using Debian or Ubuntu, you will want to
modify the distribution (unstable vs lucid vs ...) in debian/changelog.
