I can't replicate that.  I added a check to test-mhfixmsg (and it
passed even before today's fix to mhfixmsg).

I did commit that fix to mhfixmsg.  With it, -reformat, which is
enabled by default, will no longer cause mhfixmsg to fail if it
can't find a conversion program.
