[Nmh-workers] Suggested new switches for sortm: -recon and --norecon

I suggest two new switches to sortm: -recon and -norecon.

The -recon switch (like the -n, --just-print, --dry-run, or --recon switch to
make) would cause sortm to not change the order of any messages. It would be
useful in connection with the -check and -verbose switches.

The default would be -norecon.

I don't know how sortm works. It's possible that the algorithm it uses might
make the combination of -verbose and -recon difficult to implement. In that
case, sortm would just report whether sortm would change anything (that is
report whether the messages were already sorted correctly, according to the
specified ordering) and the messages that -check would deal with (that is were
missing a "Date:" field, had a "Date:" field that cannot be parsed, or had a
format error in any header field).
