Not even that's true. Such a user still has all the power of a Unix shell.
For example, if she is using bash:

% !scan


% show irs | egrep -i 'penalty|assess'

% show last  >> /tmp/snailLetterToJohn

When mh was first conceived, its interface (the, then, Unix shell) was pretty
primitive compared to its contemporary interface (the, now, Unix shell).
This improvement was achieved without changing a line of mh or nmh source.
