        * client/Client.cc: explicitly set file permissions before
        choosing the working directory. Minor changes.
        * client/Settings.cc: disabled saving XML setting files on Cygwin;
        minor changes.
        * common/ArchiveModelFormat.cc: added stderr prints to be done
        before throwing.
        * common/SDLGraphics.cc: cosmetic changes.
        * common/XML.cc: added stderr prints to be done before throwing.
        Minor changes.
        * common/XMLParser.yy: added stderr prints to be done before
        throwing.
        * server/WorldServer.cc: important optimization: don't waste time
        broadcasting empty lists of commands to clients (this is the case
        for most server cycles).
        * shared/default-client-settings.xml: updated for the sample
        world.
