What should the LATEST text file say? What the latest version is?
I don't see the need for that. Distros like Debian and Fedora are
perfectly able to detect a new version automatically.

It should be feasible to make a script that looks once a day in
your closest GNU mirror and compares the output with last time,
extracts any difference, and does its magic with that.
