[Nano-devel] Considering a 1.9.99pre1 translation freeze...

Since 1.3.12 will begin an unofficial feature freeze, I'm considering
implementing an official translation freeze for 1.9.99pre1.  This is for
several reasons:

1. This will save the translators work (obviously).

2. I just found a few minor documentation bugs in CVS that I can't fix
without requiring a new set of translations, and 1.3.12-to-be has had
enough of those already.

3. I didn't give anyone advance warning about this in time for 1.3.12,
but with this in place. if there are any needed massive translation
changes needed, they can be done in the near future.
