Yes, it is intended, because having two buffers with the
same name (even if that name is blank) will cause a whole
lot of problems if nano crashes and tries to save all open,
modified buffers, since an emergency filename will not be
written if it already exists, which will be the case if
there is more than one modified file with the same name.

If you need another new buffer, just try to read in a
filename that doesn't exist; a blank buffer with that name
will then be created.  (Maybe there should be a note in the
help screen or the manual page about this.)
