I am using about 3 weeks old development snapshot, OpenBSD 4.5-beta:
OpenBSD 4.5-beta (GENERIC) #1685: Sun Feb 15 21:05:40 MST 2009
    address@hidden:/usr/src/sys/arch/i386/compile/GENERIC

Official 4.5 will be released in May and will use g++ 3.3.5
as the default system compiler (on most platforms, a few rare
ones still use 2.9x series).

Gcc 4 series (4.[012]) is available in the ports, but it is a hassle
to have multiple gcc versions around and have all required
libraries built with all of them.
