I'm maintaining the DVC mtn interface; this will have no impact.

On the other hand, I would like to propose a related change.

DVC allows the user to create _MTN/log as part of the process of
reviewing the files to be committed. Therefore there is no reason to
pop it up in an editor to be confirmed. That's fine; 'mtn commit
--message-file' does not ask for confirmation.

However, this command does insist that _MTN/log be empty, even if the
file specified is _MTN/log. That's just annoying; DVC has to rename
_MTN/log to some other name, and clean up.

DVC edits _MTN/log, rather than some other file, because then the user
can conveniently fall back to the command line if they really need to
for some problem.

So I'd like to drop the insistence on _MTN/log being empty if
--message-log = "_MTN/log".

Any objections?
