It's actually 'make dist', but it doesn't work for MinGW (I just tried it).

Actually, there is now.

Right. I also had to change the html stuff; it's expecting a directory
with index.html, but there is only one file 'monotone.html'. I'll
commit the appropriate changes to the main branch. I also added these
instructions in Win32/README.
So now I've got a file 'monotone-0.37-setup.exe'. It runs, and the
resulting installation seems to work (it does 'ls branches' on a local
db).
How do I get it on the monotone.ca web page?
