Into a fresh database?
(It turns out that there was a bug in "db rebuild", so everyone
who rebuilt at 0.16 currently has broken root revisions in their
databases; so, the super-paranoid development versions of monotone
refuse to do a pull that includes the root revision. This is part of
why 0.17 will require another round of rebuilds, alas.)
