I agree with that. Probably one of the only pluses from TLA: the ability
to write ChangeLogs ahead of commit.
However, I would prefer to have it in the /MT directory and with no '+'
or any other non-standard characters in its filename (not to reproduce
the same user-unfriendlyness as TLA).
