* packet.cc: validate the key data of public and private keys by
  loading them into botan; we don't do that for old-style private keys
  as I have no idea how these actually look like
* unit-tests/packet.cc: expand the test for validate_public_key_data
  and validate_private_key_data
* NEWS: note the bugfix
