OK, I see the problem here with restarting. When we call do_dependandt,
we don't set p->validate. I probably don't have time to do this today,
but it looks like do_dependant needs to tell the monit daemon if it
exists to set p->validate.

I think that my code and your code needs to meet somewhere in the
middle. 8-)

Also, I think that the order that the dependants are stopped/started are
reversed still.
