Lionel is right. This is not since 2.5.17, but since Hotfix 823894 for IE.

You can re-enable the old behaviour by creating the following registry key:

HKLM/SOFTWARE/Microsoft/Internet
Explorer/Main/FeatureControl/FEATURE_HTTP_USERNAME_PASSWORD_DISABLE
(You need to create the last 2 sub keys)

Create 2 DWORDs in it:

explorer.exe with Value 0
iexplore.exe with Value 0

No restart needed. Just close all IE windows and restart IE.
