I fully depends on the sources you have you can only take what they are 
giving to you.

Youre wrong, ADSL has 2 Frequencyr-Ranges, one for upload and one for 
download. You should try downloading the "Wondershaper script" from 
http://lartc.org/wondershaper/  this gives the download-ack Packages 
priority.

Try experimenting with the strict_bandwidth setting.
