Youre wrong, ADSL has 2 Frequencyr-Ranges, one for upload and one for download. You should try downloading the "Wondershaper script" from http://lartc.org/wondershaper/ this gives the download-ack Packages priority.you mean 15KB/s .if i do 'nu 20' , i have 50KB/s too on 512/128 ADSL, but in normal use , my upload limits my download bandwidth (adsl is asynchronous).
this is due to max_hard_upload_rate which is inaccurate. hope this will be fixed soon.
Try experimenting with the strict_bandwidth setting.
