That bit of news is about the bills some Danish users got some time ago.
That anti-piracy group is supposed to have software to collect
evidence for them, and then got a court order.

In Germany it is a bit more complicated. Theoretically the ISP are
only allowed to collect connection data for billing purposes. They
could be forced to hand over data by a court order to the state, but
not to private companies. At the moment there is a bit of a dispute
wether T-Online is allowed to collect the connection data of their
flatrate customers, since it is not be needed for billing.

But even if they have to collect the data for so called anti-terrorist
measures they could only be forced to give it to the state attorney or
the police, but not to the police. But of course IANAL and will never
be one.
